Welcome to the Revolutionary FAR Overhaul Initiative
Overview
The Federal Government is undertaking the most significant update to its procurement rules in over 40 years. In order to implement Executive Order [Insert Number], OFPP will lead the Federal Acquisition Regulation (FAR) Overhaul Initiative. The FAR Council (DoD, GSA, & NASA) will rewrite the FAR from the ground up.
This revolutionary effort will eliminate outdated rules, simplify the regulatory framework, and create a faster, more agile, mission-focused acquisition system. The goal is to empower the workforce to deliver faster, with greater value and better results for the American people.
What’s Changing
The FAR is being overhauled and rebuilt from the ground up. We are keeping what is essential, removing what’s not, and embedding support at every step in the process so that buyers can [use the new rules to] move faster and with more confidence. To support this initiative, a suite of Strategic Acquisition Guidance (SAG) will be developed to support the transition to the new FAR and lay the groundwork for the future of federal procurement going forward. The SAG will include:
- The Foundation: Rebuilt FAR with Statutory Requirements
We’re returning the FAR to its legal foundation, keeping only what’s essential and required by statute. - Practical Support Technology-Enabled: Buying Guides
New buying guides provide practical advice to help buyers apply the new FAR in real-world buying scenarios. We’ll be leveraging technology to deliver new interactive tools to help buyers make faster, smarter, and more informed data driven decisions.
Agencies and vendors will begin seeing changes immediately, with updates being released in phases throughout the year.
How It Works
The regulatory overhaul will roll out in two phases:
Phase 1: FAR Deviation Guidance (April 2025 - October 2025)
Each FAR part will be revised and issued as deviation guidance. Deviation guidance will be published on this site and include model deviation language that will be available for agencies to adopt immediately until the FAR is revised during the formal rulemaking process.
Phase 2: Formal Rulemaking (October 2025 – ongoing)
Once model deviations have been completed for each FAR part, the formal rulemaking process will begin in order to finalize the new FAR.
What You Can Do
Stay Informed. Review this site, including the latest news, guidance, and resources, to stay up-to-date on the FAR Overhaul Initiative.
Review FAR Deviation Guidance. Review the guidance to preview how individual FAR parts are being rewritten. Agencies can adopt these deviations immediately. Vendors should be aware of these changes as agencies begin to adopt them.
